Mailing List Signature File Problem

I just turned up a mailing list for which I'd like to use a signature file to include a unsubscribe info for the bottom of each post.

The online help has me formatting the signature file like this:

--~Y
Content-type: Text/plain; charset=US-ASCII
Content-description: Signature
<blank line>
This is a test signature
<blank line>
--~Y--


I've posted the message source of a test post below... and it seems like the ~Y elements are not expanding to the _NextPart_ boundaries required by MIME.

Unquote.

The signature is invisible to Outlook Express but when you view the source of the message it reveals the above (the ~Y do not expand into boundaries). Does anyone have any ideas as to why no expansion?
