Mailing list creation

Hi all

If this question is not appropriate to this forum, apologies and please advise where to ask it.

I would like to create a mailing list with the minimum of user input, namely name and email address and click on a "Submit" button.

I have the necessary validation routine for the textbox input - what else is necessary?
