Is there a way of monitoring our Lotus Notes administrator?
I noticed that he can access a mail file without having to "take ownership" (to coin an NT/exchange phrase).

Can we set some dort of permissions up on mail files, nessesitaing the admins to give themselves access to read mailbox, which in turn, is logged somwhere?

 
The Notes admin is like your IT director - if he wants to access a file, he will find a way. And checking on whether he does or not will not be easy - he can do it from the server if need be.
The official Lotus response to your kind of query is usually : "if you don't trust him, replace him with someone you do trust".

Now, without going to extremes, you must realize that simply ordering your Admin to remove all access for himself from any ACL is not going to be a very useful prospect.

If you want to log access to mail files, you can check out the database properties i tab (the second one). Under the Activity header, you can check user access for the database if the activity is recorded (which it is, by default).
If that is not enough, and you want active flagging of Admin access, then you need to do a bit of development to have mail files send or create a document that states what file and when accessed.

But really, all this is not going to keep him out. It is very much a question of trust.
