Mailbox with no physical phone

How do i create a mailbox with no physical phone on a TDA system? i've logged in and created a new mailbox with the box number 171. also set "all calls transfer to mailbox" is enabled. problem is when a call is transferred to that mailbox, nothing happens.

point the call to a group (171)with no members set a group mailbox (171) and set group to forward calls to mailbox.
now transfer calls or point line to 171

you can also use phantom extensions setup

you can create ps ext and give it a mailbox even though you are not using them and even give it a message light.
