Mailbox Permission Question

I've logged into my exchange server 2003 box as the domain administrator but I cannot change permissions on mailboxes. The checkboxes are greyed out and when I try to remove a user it gives me an inherited permission message. Any ideas?
 
Somehow the Administrator, Domain Admin group, Enterprise Admin group, and Exchange domain servers have all been denied Full Mailbox Access.

Would this be causing my issue? I know windows recognizes the most restrictive but I have no experience with the Full Mailbox Access setting.
