Mailbox not created when creating a new user

Make sure that the Microsoft Exchange System Attendant service is running (Under Admin Tools -> Services).

another possibility, you dont have the exchange management tools installed on the computer your adding users from, if you have the adminpak installed on your local machine and you add a user from there, and u do not have the exchange management tools installed, it will not add the user to exchange, if you log onto your exchange server and go to

Start --> Programs --> Microsoft Exchange --> AD Users and Computers

and add a user from there, i bet it'll work like a champ.
