Mailbox Manager does not process all mailboxes in the Recipient Policy

When Mailbox Manger runs the recipient policy it does not report having examined all the mailboxes. I have an info store with 46 mailboxes but Mailbox Manger only reports on 11.

Any ideas????

what's different between the ones it does do, and the ones it doesn't?

That is just it there is no differnece. I have checked the permissions on the user accoutns and they are identical.

And the users who aren't getting managed are covered by the same recipient policy.

Yes, I have the recipient policy running on the entire Info store where these mailboxes live.
