Mailbox Manager does not process all mailboxes in the Recipient Policy

When Mailbox Manger runs the recipient policy it does not report having examined all the mailboxes. I have an info store with 46 mailboxes but Mailbox Manger only reports on 11.

Any ideas????
 
That is just it there is no differnece. I have checked the permissions on the user accoutns and they are identical.
 
Yes, I have the recipient policy running on the entire Info store where these mailboxes live.
