Mailbox Cleanup Wizard Hell

I have the cleanup wizard popping up on a user's outlook.

Exchange 2007, Outlook 2007, OST file.

I set the mailbox for no size restrictions and huge size restrictions (10GB). The user has a about a 2GB mailbox.

The wizard keeps popping up. What can I do to make it go away?

Are you sure it's not the Windows cleanup wizard complaining about local drive space?
