Mailbox access rights

I hope somebody can help me here.
I have an Exchange 2003 mailbox set up, let's call it enquiries@mydomain.com
I need multiple users to be able to read the mail in this mailbox, but only some of them to be able to "Send on Behalf" of this mailbox.
If I go to Exchange Advanced -> Mailbox Rights, add a user to the list and select "allow" on "Read Permissions", the user does not get read access to the mailbox. (Unable to display the folder. Microsoft office outlook could not access the specified folder). However, the user can access the mailbox fully if I "Allow" "Full Mailbox Access".
If I then add the same user to Exchange General -> Delivery Options -> Send On Behalf, the user can send mail from the enquiries@mydomain.com but it does not say "Sent from <user> on behalf of <Enquiries>" (It just looks as if the mail has come direct from the enquiries mailbox).
Are there any links to any decent articles on this sort of stuff?
Can anyone help me out?

Keep the Send On Behalf Of permissions that you set. remove the mailbox access permissions.

Log in as the enquiries user. Open Outlook. Right click Inbox and choose properties. Go to the permissions tab and add the users you want, give them read permissions for the read only people and either contributing editor or owner to the others.

Your users should access the mailbox by clicking File, open, Other Users Folder.

If they need to do it all the time edit their profile and select to open the mailbox at startup.

OK, that works. But I really need a way of achieving this without having to go into the outlook client and set permissions. Is there any way of doing this without having to mess around with Outlook (ie using AD Users and Computers / Exchange system manager etc)
