Mail VS "Selector Code" Dilemma

I have Partner Mail VS 4.1 and here is my dilemma:

The answering service for Night Menu says "to leave a message in the general mailbox, press 9" (which works fine). Then it says "for company directory, press 1" (which works fine as well). Pressing 1 goes to another announcement which lists assigned selector codes (2 thru 7) to various extensions programmed with "selector code transfer".

But when someone calls and they go to the company directory announcement and try to press 2 thru 7, it says "invalid entry".

In a bit more detail:
selector code 1: Announcement
selector code 2: selector code transfer extension 15
selector code 3: selector code transfer extension 16
...and so on.

only way to transfer out of an announcement is for the caller to dial *8 and then the extension number they want to dial. can't just give them a list of people with selector codes to press for each one.
