Mail template

I assume you are talking about a template for your personal mail on your private computer.
If you are wondering about how you can modify your mailbox at work, you need to contact your IT department. It is not a good idea to modify the Notes mail template in a corporate environment - at least not on an individual basis.
But for your own personal mail, there is no issue. Just right-click on the db and choose the option "Open In Designer". If this option does not show up, then either you do not have the Notes Designer installed, or you do not have design modification rights on the db. In both cases, you'll need to contact your IT department to solve these issues.
