Mail server not getting smtp access on XP Pro

I'm running NetCPlus as my mail server on XP Pro. It worked fine on 2000, but now it says it's giving me an "Error - can't create named socket."

This is stopping all access both in and out except for pickup.

I run firewalls, but have configured both to permit I/O on the related ports.
