Is there a guide to prevent mail relay abuse, the things I've tried seem to allow nothing or everthing? Can it be done without third party software?

If you allow anonymous access can you prevent mail
relaying? If you have the rcpt to userx@myhost will that
not allow the mail to be relayed?

Mail relay service is automatically turned off in Exchange server 2003. You would have to explicitly turn it on. The anonymous access is actually something different. If you look up mail relay in the help it will show you where the relay service is turned on or off.
