Mail not showing up - Win2K

I have 2 users with the same problem. Both have Windows 2000, and one has Outlook 2000, the other has Outlook 2003.
Both are getting mail from same Exchange 2000.

Their new mail doesn't show up until they click another folder, nor will it go out of the outbox until they click another folder.

The problem is the same as what happens if the XP firewall is not excepting Outlook, but neither has XP.

Does anyone have any ideas?
