Mail not getting out after reboot

I'm a sendmail newbie. We have had sendmail working for 18mos on this host to send app alerts to individuals and groups. Upon a reboot no mail is getting out. Netstat shows many loopback connections.
I get this warning when running sendmail -bi:
"WARNING: local host name (goofy) is not qualified; fix $j in config file".
The only original change to sendmail.cf was:
DSsmtp:[10.1.1.121] (the Exchange server)
We do not need to have any incomming mail.
