mail.log not clearing 2

I've got an exchange 2003 standard instance running on a server 2003 box. this is an inherited problem from before my time but it seems the exchange server is extremely low on disk space. after digging around I've found that the mail.log folder which it's my understanding contains the change logs for the mail store database (please correct me if i'm wrong on this) has log files that reach back to 2005. I thought that backup exec was supposed to remove these files after every full backup. Is it safe to delete some of these?
 
Shut down the both public and private stores. Check for clean shutdown with

Run the following commands
Eseutil /mh priv1.edb
Eseutil /mh pub1.edb
Check for logs needed. If the report shows Logs Required 0/0 then delete all log files.

OK that sounds good. I checked the size of the log folder and it's like 9.8GB. Now before I do this I just want to verify we are talking about the

program files\exchsrvr\mail.log

folder, and where do I find those utils. are they in the exchange directory? or will the $PATH include their location?

Thanks, I think this will help me avert the coming catastrophe.
