Mail list management - bounce handling

One of my users is managing a "small" mail list (400-500 subscribers). So far it appears that any bounces are being ignored. Can anyone comment on what best practices would be, ie: remove a subsciber at first bounce, require a certain number of consecutive bounces before removal, etc.
