Mail headers in plaintext email

We recently installed a new Exchange server at one of our sites. When sending plain text messages to it from Oracle users on the server receives the mail correctly. Users on remote servers receive the message with the headers included in the body of the text. When sending the mail to the old server both local and remote users receive the message without the headers in the body.

I have confirmed that both servers are patched with exactly the same patches. I have gone through the settings on the SMTP virtual host hoping that i would find it there but either missed it or looked in the wrong place.
