Mail box limit issues

Hi All
I have set the limits for all users to 100k and have ticked the box "issue warning" at 80k but they are not getting the warning before there mail box is full. Any ideas, I set this up last we and thought that it might take a bit of time, it worked for one user monday but has not worked since and no changes have been made to the server
