Magnifying Glass Effect

Does anyone know how to create a simple magnifying glass effect?

The context: I have a small detailed peice of animation in the center of the screen. I then want to bring in a thick, scratched, peice of magnifying glass into shot and enlarge part of the animation (i.e show a CU within the same shot).

I have a small version of the animation (720x567) for the main shot, and a extra large version of it for the CU (which I will have as the top layer and only revealed thru a mask within the magnifying glass area). This takes care of the actual enlargment - BUT, I need the CU to look like it's within thick, old and scratched glass.......



Any ideas? Or any websites that might hold the answer?
