magnetic Card readers

Hey there, does anyone know anything concerning the use of magnetic card readers that reads the magnetically stored info. from the back of an I.D card,then processes this info. via updating, retrieving, storing records somehow in an associated database? If so, could U kindly give me details concerning this. What prgm lang (if any) would be good to use, any on-line sources etc would be greatly appreciated.
