Magix Zero Out

We have a client with two Merlin Magix networked and centralized vm (merlin messaging, Site A has the vm).
On site B the end users have set the zero out of their mailboxes to be an extension at site B. When a caller zeros out, they ring the personal operator but do not go into that vm box. Sometimes the caller ends up at the CAS at site A. Should they not follow the cover of the personal operator?
 
A shot in the dark, but try setting the VM Transfer return under Axuiliary Equipment in winSPM to be like 8 rather than the default which I think is like 3 or 4. I think this may be a transfer return issue.

If some of these phones that are doing this ring to long or have other phones covering them, it may cause it to ring too long before falling to voicemail.

It turns out there was more not functioning than anybody knew of, could not dial an extension off the auto attendant. The voice mail ports were resstricted and too low of FRL. System has been in for 7-9 years.
