Magix 4.0 and metal carrier.

Plug power supply in without it being in the carrier and I get my green.

Plug the power supply into the carrier, turn it on, and get a clicking sound, no green, and no power to any other cards.

Removed the other cards out of the equation and it still just clicks away.

Is this a carrier issue or a power supply issue?

Sounds like a carrier issue - just be sure you have it seated correctly in the carrier. Sometimes the metal case is a little distorted and the power supply does not seat properly. I would also test the voltages with the power supply out of the carrier and make sure each voltage port meets specs.
