Client in Mexico was able to call New Jersey without having to place the international code in the dial string. Now they can't.

They use pool 6 in order to make these calls.

Is there a way the Magix can be programmed to accomplish this task in the routing of the call? Does this type of routing need to be done by the PRI vendor? Is there a way, in Magix programming, to eliminate the need for the international exchange and the local exchange?

Any ideas?

What format changes did Mexico make to their dialing plan?

The US formats are all listed on NANPA's website by NPA.

If this is not the answer you are looking for, please be more descriptive.

Stick 011 in the "Other Digits" field.

I'm not out to break anyone's bad habits, but it strikes me that this is a funny way of making international calls. Why wouldn't you want to use Pool #6 for all outbound calls, many of which surely are destined within Mexico?

If my suggestion doesn't work for you, print your PRI record and post it here.

Sorry, client just informed me these are t-1s and not PRIs.
There has to be a way to manipulate calls going out over a T-1.
Placing 011 in the other digits field will not work.
Any ideas?

Since Mexico is technically a "foreign" country, calls from Mexico 'TO' the USA should be preceded by '01', not '011'. That (01) is the International standard for calls 'to' the US.
When we make calls to countries outside the US, Except Canada, depending on carrier requirements, we have to dial '011' plus the country/city code to route the call.
If the Mexico client had a dedicated LD trunk, or some special arrangement with a carrier, then that may explain, But something apparently changed if the calls no longer work as before.

So, what you are telling me is there is no other way to manipulate the call going over the T-1? The phone company must have had something setup in their programming of the T-1 to allow the company to make those calls without international digits?

IF the T-1 associated with ARS table 2 & Pool 6 is used only for calls to the USA then you could use the "other digits" field to insert "01", but then you would also have to put a pattern match of 2xx thru 9xx to allow US area codes only.
Now IF this trunk/pool is also used for calls within Mexico then you would have to create another table, with pool 6 to match the various "city" codes (ie: 55 Mexico City), but without the "01" in the "other digits" field to allow those calls.
That is what the ARS tables are for, but if you don't understand them, and their usage, you can get up to your eyeballs real quick.
I would first try to determine "why" those calls no longer work, by contacting the carrier, if that is possible. Something had to have been changed!
