There is a PRI connected for DID lines and all the outgoing calls go out on the PRI by dialing 9. Intermitantly there are phone's on the switch that will dial 9 to get an outside line, dial the number and then the phone cut's out. Meaning, the phone goes back to it's idle state. Then you try it again and it goes through. Any suggestions?

Label the PRI trunks uniquely, and have the users not which one they are using when the call fails. See if a pattern developes.

Also check the ERROR LOG for any alarms that might provide clues to problems on the PRI/DS1 facility.

Does this happen on one phone or all phones?

The general rule for a call dropping in this manner is that the call was "rejected" either in the switch or the CO. It could be an Switch issue (no path found), or the CO (missing or incomplete digits). In either case it appears to be a "presentation" issue if the call succeeds after failing.
Open a ticket with the carrier and have them do a "D" channel trace while you make test calls to see where the failure occurs.
I suspect it is a CO issue, because the PBX will generally give a "turkey tone" if it is a switch issue.
Depending on the Serving CO switch type and config. you may get a "turkey" or just a simple "drop" which clears the call from the station calling loop button when the call fails.

It could also be that the "pipe" is taking some major errors, as TTT and SY suggested, investigate your switch first.
If corruption is present (errors) on the "D" channel messaging it will result in a "reject" also.

Thanks! The complaint so far has been from two users on the switch. I will check for errors in the log. And I will label the trunks to see if there is a pattern. I also suspect that it is a CO issue but I want to cover all of my basis. I'll keep you posted!
