You might want to check and verify the FRLs (Facility Restriction Level) in the ARS tables. The FRL controls what outgoing facilities (pools) stations can use for access to place Local, Long Distance or International calls. Both pools and stations have FRLs. If the Magix ARS is default then International is probably restricted. This subject is covered in the Feature Reference and the Planning Guide documents for both the Legend and Magix switches. They can be downloaded from Avaya's website: support.avaya.com
Ok, we swapped from a t-1 that provided both local and ld calling to a T-1 that is strictly LD.
I had a problem with the 800 numbers and had to make a table for them in order to route them through the local pots line pool instead of the t-1 since it could not handle toll free traffic.
The local FRL is 2 and the Local Toll is 3.
When someone tries to make an international call they are getting a fast busy.
This leads me to believe that it is system related.
They were able to make international calls before the switch to the new T-1.

Add lines 849 to 852 into the 890 pool and you have what I have programmed.
Should not be a problem with the allowed and disallwoed liss as tehy were able to make calls internationationally before teh cutover to teh new company's T-1
Give a set access to the pool for the t1 and then dial the pool access code and make the call, that way your bypassing the ars. Maybe the provider has it restricted.

Found out that the site has the international calls being routed over the local pool lines. Some of the local lines have restirictions on LD calling. They couldn't make calls sometimes before. I added 2 more lines that theyy had at the site into the local pool and those are restricted as well. They are just not able to make international call more frequently because of these added lines.
I routed the calls to go over the T-1 that is just LD and I receive a message from the T-1 provider telling me that the call cannot be completed as dialed, please call us.
I know that this issue is vendor based.
