Macro Security that comes up in A2003 1

I have some machines that now have Office 2003 on them. When the user opens an Access application that I developed with Office 2K and it tries to run the Autoexec they get a message stating that the file may be unsafe, blah, blah, blah.

If I go to Menu=>Tools=>Macro=>Security and set the level to low, this goes away. But just for this machine.

My questions are...

1) Is there a way to do this globally for anyone that uses Access2003?

2) Will this harm anything else security wise by setting this to low within MS Access?

Why not get a code signing certificate and sign the code? This way they will run whatever the macro security setting.

If its only for use within one company, something from an internal CA should be fine.
