Machine with no response

I have a machine with Asrock MB and AMD 2400 cpu, on switch on it did not even do a memtest or beep and the Monitor wouldn't start up, althought the power light came on and all the fans work fine.
Looked at the machine again the following day it booted fine any ideas could it be a MB fault or Bios fault.
