MAC WON'T PING PC

Is the personal firewall turned off on Windows box? It may be on right now and blocking icmp ping requests.
Also, are you sure you have correct ip address of the pc? does not sound like an OS X/Macintosh issue to me. Sounds more like a network configuration or PC issue.
