Are there any programs that can open (not necessarily edit/create) a MS Access database? I have PC users who have created a database on ms access and would like to allow mac users (OS 9) to see it. Is there anyway I can do it?

I don't know of a boxed solution for working with Access from a Mac, but you can always roll your own using PHP and connecting with ODBC. Or with Java.

Another approach would be to export your Access files as CSV and import them into FileMakerPro.

You could also have him export it as an excel file, if you don't have access to PHP or ColdFusion server. There's always virtual PC, but kind of a pain in the butt to install VPC and Office on a mac just to view one database.
