Mac OS 9.1 won't start

My G4 stop booting up basically stuck at startup screen.
Question: if I re-install the Mac OS 9.1 will it delete all folders along with application data such as quark express files, photo shop files etc.?

Have you tried starting up with extensions off (with the shift key pressed when starting up)? AV
