Mac Folder on W2K3 network is restricted to everyone but the owner

Hello, I am running a 2003 domain with a file server with mac file sharing set up. Unfortunately when my one 10.3 user copies files to the network, all the other 10.3 users cannot gain access to them. They show as restricted. The folder settings on the windows side are allowing all privileges to all the apple users. The folders on the one mac are all set to everyone read and write but when copied to the network, still no one can get in the folder! please someone help!
 
change the perms on the source folder on the Mac - including the desktop folder. Then when you copy it takes the permissions even though it is supposed to inherit.

pardon my ignorance, but what is the source folder? I'm confused with that title.
 
source folder is the one on the users hard disk that is copied to the network share.

I have done that. I'm not sure exactly waht i should change the permission to either. It happens when it gets copied to the network. Any other ideas?
 
For troubleshooting purposes allow the everyone full access, see it that works.
