Mac dial up connection encryption problem

I am trying to get a 10.3.9 client to connect via modem to a Microsoft RAS server. The system will only connect when no encytption is requried on the server, however this being a business system that can not be allowed. How do I configure this modem to use 40-56-or preferably 128bit encryption? (modem is a bluetooth cell phone)
