Mac address filtering DHCP

I found a plug in for Microsoft dhcp server "DHCP Server Callout DLL for MAC Address based filtering". I want to try this out but i'm wondering if anyone has ever used this. My main concern is if the MAC add isn't on the list, what happens to the host that had the DHCP request? Does it give it a fall back IP? Is there a way to give it a special IP and default it to a web page saying contact the IT dept?

If the MAC address isn't on the list, DHCP won't give it an address. That's all it does. If you want something more robust, look into Cisco's NAC

Everything we have is Cisco and i'd love to get NAC but it would probably break my networking budget.
