m3904 analog terminal adapter setup

I am trying to hook up an ATA to a M3904.
First my software release is 25.40 and the terminal is on a 9150 remote office unit. Is there programing that needs to be done on 9150? I tried just programing the switch and might be doing something wrong there, but it won't give me dial tone. Also they want it to have the same extension as base phone, is this possible?

2nd TN (ATA)should be 7-16

CLS : FLXA VCE WTA TDD in this order
