<title> problem

you guys may be able to help me with one of my problems.
i've got an html page that has a button to launch my flash site in a new window. there is an anchor tag in the link to take you to the bottom of the resulting page. the problem is that in the <title> of the resulting page, it has the name with #anchorname after it. i've never had this happen before. why would it add the # and name of the anchor to the title?
then, when inside the site, if you use any of the nav there, it removes the proper title completely and the title of the page is just #anchorname.
any ideas?
