<!--#include in cgi

I'm pretty new to apache, so this might be a very simple question. I have a cgi script that reads a template shtml file and replaces some tags to produce a new page. My template has 3 includes (2 headers and a footer) and it also uses style sheets for fonts and colors. I can't get the include or the style sheets to work. Is there any way to do this?
