No you don't BUT you should specify a proper DOCTYPE (that's what that line is) in order to tell the browser exactly which version of HTML you are writing in.

This helps with debugging and getting consistent results cross browser as you must code to a defined standard. If you don't define a doctype the browser will guess for you and not all browsers guess the same way.
