The Drawing one to be precise. None of the lines/options are active in a particular sheet. However, when a new sheet is opened, the toolbar options are available. Technet does not have the problem listed so's I'm now a bit stuck. Has anybody seen this before?
 
The probable answer is that the worksheet is protected

Go to Tools>Protection>Unprotect sheet

If you want the sheet to stay protected, unprotect it, then protect it but untick the "Objects" tick box - this will keep the protection but allow drawing objects to be used
