lower end SAN - need ideas

Hi hope someone here has some ideas for me. I am looking for a low cost storage unit (NAS/SAN) with a capacity of 24TB and expandable to 36TB if needed.
I was looking at HP, NetAPP, EMC.
I am not a SAN/NAS person so i am not sure of all of the terms.
I need hot swap, access anywhere on our WAN to this device for looking at information, Gigbit network and the information will be coming (for now) from on site and stored for our retention period before being over written (hence the 24TB storage).
Ideas of who to look at, or experience with your own would be appreciated.

You didn't say if you were looking for FC or SATA drives, but netapp FAS3020 should do it either way.
