low level formating 2

I have a quantum bigfoot 19g hd that I had previously installed win98 when i had a vkd problem scandisk fixed it but it happend agian and i couldnt fix it. I formated [high level] and tryed to reinstall windows but it wont install.
Ive got it to work once but then after it restarted it crashed. Ive tryed other os's and none work.
I know low level formatting can be dangerous but its that or a new hd.
Ive look on quantum's site and through many search engines but cant find a low level formating tool.
If you could find one i would be eternaly grateful

According to this page

at the bottom is a guide "For a user guide and description of the POWERMAX test procedures in PDF format (requires Adobe Acrobat reader) click here" and the guide does mention using PowerMax for low-level formatting a Maxtor/Quantum hard drive. "The POWERMAX.EXE utility performs diagnostic read/write verifications on Maxtor/Quantum hard drives."

This is on page 2 of the document:

"Overview of tests using POWERMAX.EXE:
PowerMax is a keyboard menu driven diagnostic. Choices and options are displayed at the bottom of the screen. Further
instructions are displayed at the bottom of the popup window display when a test completes.
Available Tests:
1. Installation Confirmation
2. Basic Quick (90 Second) Test
3. Advanced Test (Factory Re-Certification)
4. Burn In Test
5. Write Disk Pack (low level format)
NOTE: PowerMax will identify drives connected to Promise, CMD, and Highpoint Ultra controllers. PowerMax will not
identify hard drives connected to some of the newer interface cards, serial controllers, RAID controllers or Highpoint Ultra 133 controllers."
