LOV using Personal Data File

We're using BO 5.1.6, and in the Universe I defined the List of Value(LOV) for an object to use a Personal Data File from an Excel spreadsheet. I thought this is supposed to be a fixed list of values that the users cannot refresh, but when using the LOV, the list is refreshable. Shouldn't the "Refresh" button be grayed out for LOVs that use Peronsal Data Files? If not, how can I make it so it is not refreshable, and instead only pulls up the pregenerated list of values stored in the LOV file? When we were using BO 5.0, this didn't seem to be a problem.
