LotusScript grayed out in hotspot button

I do not have Designer installed but wanted to make a simple LotusScript program attached to a button. However, when I click Hotspot -> Button the programmers pane that has the combo box to select LotusScript is grayed out. Only Simple Actions is available.

I can create Agents and use LotusScript, Java, etc, so it doesn't seem to make sense why it is grayed out.

My question is, does anyone know if the reason the combo box is grayed is because I do not have Designer or is because of a privilege issue that can be fixed by my IT department? My IT department doesn't know so I'm hoping to get a solid answer here.

If you can code Script agents, then it seems obvious that your access to the database is of sufficiently high level, so button code should not be an issue.
Therefor, since you state that the Designer Client is not installed, I would suggest that you install it and see if that solves your problem.

Unfortunately Designer is limited to employees in IS were I work. That's why I am trying to find if there is a way to have it available within the Notes environment. So far I'm not coming up with anything =^/
