Nope. The ID file is pure lotus (non standard) and risky in that if you have access to another person's ID file, you have potential access to their lotus account.
You can do things like capturing and changing their password etc.
Generally, it's rights should be administered correctly from the time of initial installation.
You can compare a Notes ID file as a personal certificate. The file contains information about who you are, and also contains your private key. The Id file needs authentication before it can be used. In short : it is used to authenticate to Lotus applications (email is just an application)
Lotus is not purely email, it allows for application development and has strong database replication features.
Last but not least : Lotus Domino is the server platform, Lotus Notes is the client platform
