Lotus Notes Certification and Programming

I hired a programmer to setup Lotus Notes 7.0, and he did not complete the job he was paid to do. I think I can finish the issues, but do not know how to remove his user id and password from administration and setup myself as the user.

It also states that a couple of user accounts need to be recertified. Does anyone know what that means? Or how to recertify?
