Lots of virtual memory processing, what does that mean?

I am getting these reports from a nify management utility called Spotlight on Windows.

"XXXX pages/second are being moved from virtual memory to physical RAM." Where my XXXX is usually 1,000+ but sometimes in the hundreds range.

The server is my Terminal Server where dozens of users connect daily from remote locations to access our Database server. I can see how that can cause virtual to physical memory swaps here and there but these numbers seem extremely high?
