I have a user who has managed to remove her start menu from the bottom of her screen. How do I get this toolbar back?

does the task bar "appear" when you hover the mouse over it, at the bottom of screen?

Hit the windows logo key on the keyboard - not only could it be set for auto-hide as alidabiri is referring to, but it also could be at the top or either side of the screen.
