Lost root password on trusted box

what do you mead by "pseudo" root access? The shadow file for root on a trusted HP system is located in /tcb/files/auth/r/root. This file will have root's encrypted passwd. But if you have the ability to change this file, you have root access, and could just change the passwd with sam or the passwd command.
