I have a user that made changes to an excel file, they say they saved the changes, then a few hours later they used the same file again and found the changes they had made were lost. Including changes that had been made yesterday, which were saved, as when first used today the past changes were there.

Any ideas what could cause this, and does anyone know of a tool that can tell me who made changes to the file, or list all modified times for today.

Tools, Track Changes and activate your desired tracking option.
BTW this is for excel2000
As for how I'd ensure someone isn't either removing the changes or that they are really saving
Try a save as or copy the data to another book to avoid any possible corruption

Regards, Phil.
