Lost Mail Don't know where it goes

Just setup redhat 4 ES, sendmail and dovecot. The pop3 server seems to be fine. I think the problem is with sendmail. No matter what I put into the RCPT line I get
451 4.3.2 Please try again later

I installed sendmail-8.13.1-2.i386.rpm from scratch on redhat enterprise 4. no errors although now I see something a little different when I do a service sendmail restart... I see this....

Shutting down sendmail: [ OK ]
[ OK ]
Starting sendmail: [ OK ]

I don't see anything regarding the sm-client anymore. We're in a hole how aren't we..... ??

Ok I found a huge problem with the sendmail.cf file. Now the smtp server is receiving mail but placing it in the mqueue directory. Any idea as to why? I will keep looking....
